The mayor of the Santa Cruz area in the Portuguese island of Madeira Wednesday evening killed at least 28 people in a tourist bus accident.

The mayor, Felipe Sosa, told Portugal's RTP3 that he believed the victims, 11 men and 17 women, were German tourists.

Authorities in Berlin did not confirm the nationality of the victims, but said they were dealing with the assumption that German nationals were among the dead.

"German Embassy staff in Lisbon are in contact with local authorities," a Foreign Ministry spokeswoman told Deutsche Presse-Agentur dpa.

Portuguese Prime Minister Antonio Costa expressed his condolences to families affected by the incident.

"I expressed my sincere condolences to German Chancellor Angela Merkel at this difficult time," Costa wrote on Twitter.

The bus was carrying 51 passengers when it crashed, according to the news agency "Lusa". The incident also injured 22 people.

The accident occurred around 6:30 pm local time (1730 GMT) in the Janissu area east of the island, and the driver is believed to have lost control of the steering wheel in one of the curves, causing the bus to fall from a slope on a house.
